Coordinates the activities of the systems engineering department with other sections of the corporation's information systems operation. Performs as the technical expert with thorough understanding of the business application of an assigned project.
Creates fully developed project plans with milestones and timelines, identifies necessary resources to ensure the successful completion of the project within budget and on time.
Executes best communication practices in systems engineering.
Directs the Systems Engineering team efforts needed to complete projects to include time management and project de-confliction.
Assigns work to and trains lower-level staff based on priorities, the difficulty of assignments, and the capabilities of staff. Interfaces with internal and external customers to develop communication requirements.
Advises management of project shortfalls and propose alternate feasible solutions.
Plans and schedules new systems engineering projects with the client and other teams, including the identification of objectives, time frames, costs, and manpower requirements.
Analyzes system and program requirements for complex projects. Identifies multiple solutions to complex problems. Interfaces with clients to determine requirements, resolve problems, and perform testing.
Performs modifications to and maintenance of operational programs and procedures.
Monitors and signs timecards and other supervisory administrative tasks. Develops performance plans and evaluations of employees, as well as reviews evaluations to assure equity of individual employee performance objectives, standards, and ratings.
Required
A Bachelor's of Science (BS) degree from an accredited college or university in an engineering, scientific, or technical discipline, or ten (10) years of a demonstrated and established the knowledge base and subject matter expertise relevant to specific technical disciplines of the SOW, including the qualifications below.
 
In addition, ten (10) years professional systems engineering experience with a DoD major platform, weapon, Command and Control (C2), or fire control systems program, with five years concurrent experience as a team leader performing system engineering and mission engineering efforts that include developing requirements, top-level designs and system architectures for software-intensive systems. This includes experience related to the identification, analysis, and resolution of complex systems engineering design issues involving platform, weapon, C2, and fire control systems for Navy, Joint warfighting capabilities.
 
Specialized Foreign Military Sales (FMS) Experience - Six(6) year s of specialized demonstrated expertise in total life cycle system development for a major weapon system, supporting achievement of milestone decisions and the concept of operations, and initial design development from upper-level requirements for Foreign Military Sale s(FMS) cases.   Three(3) year s of experience in FMS system platform integration.
